Definition

1. General orientation
1.1 WELCOME TO CAMPUS EARLY CHIlDHOOD CENTRE
The internal regulations have been designed to introduce you to our early childhood center (CPE) and its services and are defined as being the operating rules set forth by the “centre de la petite enfance” (hereafter referred to as CPE), for the information of staff and parents. These rules ensure the uniformity of internal operations. Specific cases not covered by these rules may be submitted to the Board of Directors by the parent, administration or employee. The Board holds authority for interpretation of these regulations.
1.2 WHAT IS CAMPUS EARLY CHILDHOOD CENTRE?
CPE du Campus is a non-profit corporation, incorporated under the Quebec Companies Act. It is subsidized by the Ministry.
It holds:
- An operating permit from the Ministry for 60 children, including 10 places for infants between the ages of 6 and 18 months and 50 children from 18 months to less than 6 years of age as of September 30th (this ratio will be reviewed as required).
- An occupancy permit issued from the city of Sainte-Anne-de-Bellevue.
- An umbrella-type insurance specifically tailored for CPEs in Québec.
The Corporation is administered by a 7‑member Board of Directors, the majority of whom are parents whose children attend the CPE (see section on members in Bylaws) and are not employees of the Corporation, and one member is representing the community and is not a parent at the CPE. All members are proposed and elected by the general assembly. The Corporation was established to achieve the following objectives:
- establish and maintain CPE service in accordance with the Quebec Educational Childcare Act
- acquire or possess the goods, equipment and facilities required to carry out the objectives of the Corporation.
- to this end, receive donations and other contributions, collect money or other goods via public subscriptions or any other manner.
- establish any other form of services for children.
1.3 GENERAL OBJECTIVES
The CPE’s objectives are to:
- Welcome the children and meet their needs, while offering a high quality service;
- Ensure the health, safety and well-being of the children;
- Promote equality;
- Contribute to the socialization of children;
- Provide support to parents;
- Facilitate the child’s entry into school.
1.4 BECOMING A MEMBER OF CPE du campus
Upon registration families become members of the CPE du Campus.
Membership entails eligibility for election to the Board of Directors (B.O.D.) and having a say on how the CPE operates by attending and voting at the annual general assembly and by being a member of the B.O.D.
Family participation is essential to maintain the standards of excellence for which
the CPE has become known.
1.5 BOARD OF DIRECTORS
The volunteer B.O.D. is composed of seven (7) administrators, two-thirds (2/3) of whom must be parents of children attending our Childcare centre.
Administrators are elected by the membership at an Annual General Assembly which is held within six months of the CPE’s year-end: March 31st (Reference: Article 3.1.7 of the By-Laws).
The positions on the B.O.D. are:
- President
- Vice-president
- Treasurer
- Secretary
- Community representative (optional)
- Administrators (2 or 3)
The B.O.D. is the guiding authority of the CPE and meets a minimum of 8 times per year, but usually once a month to ensure its smooth functioning with respect to its human, material and financial resources. If you would like to serve on the B.O.D. or would like to have more information you are invited to speak with the Director General.
1.6 GENERAL ASSEMBLY
There is a minimum of one general assembly held within six (6) months of the Corporation’s year-end. All Family members and Special members are invited and expected to attend the annual general assembly and to exercise their right to vote. The CPE’s employees are also invited to attend.
1.7 CLIENTElE
The services of CPE du Campus are available in priority to children of the Campus community (meaning full time employees or students at McGill University or John Abbott College) and then to children of the community.
1.8 REGISTRATION
Registration is now mandatory through the provincial waiting list at laplace0-5.com. All parents interested in having their child attend CPE du Campus must register their child on this website. The administration then selects the children from this waiting list when places become available at the daycare based upon the following priorities:
- (1) Availability of a place and the age group
- (2) Children of CPE du Campus’ employees
- (3) Siblings of children already registered in the CPE at the time the offer is made (siblings will need to be at the childcare facility at the same time when the sibling will start attending the center)
- (4) Siblings of children who already attended CPE du Campus within the last 5 years
- (5) Children who have at least one parent from the campus community
If no place is available when the parent wishes to enroll the child, a waiting list is in place for each age group. Position on the waiting list will be determined by the age of the child, whether or not he/she has a sibling at the CPE, and the date of registration. When a place becomes available in a given age group, it will be offered to the parent with the highest priority on the centralized waiting list.
1.9 CHILDCARE CENTER AND OFFICE HOURS
The childcare centre is open 7:00 am – 6:00 pm Monday through Friday.
Core office hours are Monday to Friday, 9:00 am to 5:00 pm. You may contact the Director General by calling the center at 514-505-3770 ext.1, or emailing [email protected] if you would like to meet with her outside of regular business hours. Any foreseen absences will be posted on the calendar on her door.
1.10 DAYS OF CLOSING
The CPE will be closed yearly as follows:
- Labour Day
- Thanksgiving Day
- Christmas Day
- New Year’s Day
- Good Friday
- Easter Monday
- Victoria Day
- St. Jean-Baptiste Day
- Canada Day
- 4 business days between December 26th and January 3rd (to be determined every year)
1.11 UNSCHEDULED CLOSURE
Due to severe weather and/or adverse conditions, the CPE may be forced to close. The decision to close the CPE is the responsibility of the Director General. If the CPE is to be closed, the Director General will notify the following radio stations immediately: CJAD or 98.5 FM. Parents are asked to listen to one of these stations or go on www.CJAD.com when in doubt or to check their emails for notification of closure (whenever possible) in case of closure.
1.12 COST
Rates are established by the Ministère de la Famille et des Ainés, which is currently $7.75 per day, and will increase to $8.05 as of January 1st, 2018. Fees for special activities such as fieldtrips offered to children, are billed to parents in addition to daycare fees and will be detailed in a contract that will be presented to the parent. The parent always has the choice of letting his child participate in the activity. A parent, who wants his child to participate in the outing, will need to have signed the contract before the outing.
1.13 PAYMENT
Centre fees are payable on the first of each month for the coming month. Parents can pay by cash, post-dated cheques, or pre-authorized debit for their account for the entire contract period.
In the event that a child leaves the childcare centre, a family must pay the total balance of their outstanding fees, 5 days prior to the child’s last day of attendance in addition to a contract cancellation fee as per the Consumer Protection Act.
Non-sufficient funds cheques (N.S.F.) must be replaced within 24 hours by another cheque, certified cheque, or money order with an additional amount of $15.00 added for the bank service charges.
Multiple N.S.F. Cheques: In the event of multiple N.S.F. cheques, the family
must pay with cash, money order or certified cheque.
Failure to do so will result in a late payment notification.
In case of late payments, after 5 days from the due date, parents receive a written notice. If necessary a family may request that they meet with the Director General to arrange a Late Payment Schedule agreement.
For any outstanding sums owed by a family who no longer uses the Centre, a notice is sent by registered mail advising the family that they have ten (10) days from the issuance of said registered letter before legal recourse is taken.
1.14 LATENESS
Parents must respect the CPE’s hours. In cases, when a parent knows he will be late, he must advise the CPE as early as possible so that arrangements can be made for staff to remain after 6 PM.
Lateness will result in a penalty charge of $1.00 per minute for every minute that the child and adult are inside the Childcare Facility past 6:00 pm according to the childcare centre’s clock at the front entrance. An educator shall record each offense, and the parent must sign a late departure form. Following a third offense in a one-year span (from the date of the first offense) the Director General will meet with the parent and expulsion of the child from the childcare might result. All moneys owed for late pick up will be charged to the parent’s account.
1.15 TAX RECEIPTS
Tax receipts for CPE services will be issued no later than February 28th of each year.
1.16 SICK DAYS, VACATION AND STATUTORY HOLIDAYS
Payment for children’s absences is mandatory, regardless of illness or vacation and on statutory holidays.
In order to accommodate the campus community, the center allows thirty-nine (39) days vacation for each contract year. Children/families that exceed the allowable vacation may be brought to the attention of the Board of Directors and could be subject to expulsion.
1.17 DEPARTURES
Parents are asked to give at least two weeks written notice before removing their child from the CPE. The cancellation of a contract follows La loi sur la protection du consommateur, article 190.
1.18 EXPULSION POLICY
The CPE reserves the right to expel a child:
- When a parent, despite receiving a written notice from the CPE, refuses or neglects to pay the contribution the CPE is entitled to demand;
- When a parent repeatedly violates the operating rules of the childcare service as specified in all the documents (actual internal regulations, bylaws, code of conduct and all daycare operation policies and documents) which describe the functioning of the CPE, and which were given and accepted by the parent;
- When, with respect to an intervention plan that has been devised to meet a child’s specific needs, in concert with the parent, it becomes apparent that the CPE has insufficient resources to respond adequately to these specific needs, or that the parent is not collaborating in the application of the intervention plan.
The CPE, before cancelling the agreement, shall give the parent two weeks’ notice of such action. The CPE may, however, cancel the agreement at anytime, with no prior notice, when there is a threat to the health or safety of the attending children or childcare staff.
2. Staff and educational program
2.0 STAFF
All of the staff at the childcare centre has undergone impediment checks. Currently the staff includes:
- Director General
- Educators
- Cook
- Accounting Clerk
- Auditor
- Specialists
Substitutes and summer staff are either graduates or students in the field of early childhood education or have had experience in working with young children. They are at all times supported and supervised by a qualified educator. Our staff continuously upgrades their professional skills in order to best meet the needs of your children.
Our educators have the training and expertise necessary to educate children. During the day, they support and encourage the children to participate in and experience different activities, in order to develop the children’s self-confidence individually and as part of a group.
2.1 STAFF/CHILDREN RATIOS
We always respect the official ratios as outlined below:
- 1 staff member per group of 5 children present or less (3 months to not more than 18 months) divided into different rooms,
- 1 staff member per group of 8 children present or less (from 18 months to less than 4 years of age on Sept. 30th) divided into different rooms,
- 1 staff member per 10 children present or less (4 years of age as of Sept. 30th to less than 6 years of age on the same date) divided into different rooms.

3. Daily functioning
3.1 VISITING YOUR CHILD
Parents are free to visit their child at any time, without having to notify anyone in advance. Keep in mind that saying goodbye may be difficult for your child so multiple goodbyes throughout the day may not be recommended. Speak with your child’s teacher about what approach they think will be best for the integration period and visits.
3.2 ARRIVAL AND DEPARTURE
All children must be undressed by their parents or accompanying adults and brought directly to the educator in charge of the child so that she may note the child’s arrival. Children must never be left unsupervised in the childcare centre or left without an opportunity to say good-bye, while in the presence of a reassuring educator.
Children may only be picked up by his/her parent or by the authorized adult (18 years and older) as stipulated in the registration package. The parent must inform the educator or the Director General in person or on the phone if an adult not appearing on the registration form will pick up the child.
We ask that if you know that someone else, other than yourself, is going to be picking up your child, that you inform the childcare centre verbally and in writing whenever possible. At all times an identification card with a photograph of the unfamiliar adult picking up the child will be requested. Failure to present this I.D. will result in the educator refraining from letting the child depart.
In the event of a family discord and/or parent separation, the legal guardian of the child has to provide the childcare centre written proof of guardianship or a court restraining order, in order for the personnel to enforce any restrictions, or to maintain access. Either parent is permitted to pick up the child until such documentation is presented.
Upon your first contact with your child when picking him up, the educator will cease to take charge of your child, you must therefore immediately assume this responsibility. If you have any business to do within the childcare centre and must do so before you can take charge of your child, make sure he or she does not see you before you can actually take charge of him/her. This will be easier on the child and the educator.
3.3 WHAT TO BRING TO THE CHILDCARE CENTRE
Please refer to the document entitled “Personal Supplies by Season”.
3.4 DAILY SCHEDULE
The daily schedule of each program is posted outside the room on the bulletin board. In order for your child to benefit from our well-planned activity programs and to develop a feeling of belonging, you should try to have your child in by 9:00 am, the exception to this is on field trip days (see section 3.9).
All children in the childcare centre are required to rest during a specific period of the day. The regular nap period is between 1:00 and 2:30. Depending on individual needs, a child may only rest for a part of that period and engage in quiet play during the remainder.
Outdoor play is part of every program’s daily schedule. Only in cold weather, with temperatures under -15 degrees Celsius, or in rain or extreme heat, do we refrain from going outside.
Here is a sample of a daily schedule. (It may vary depending on children’s age group)
9:00 Circle-time, music, or art
For infants it could be snack and free play
9:30 Snack, small group activities or preparation to go outside.
Older groups may walk to the library or the pool in the summer.
9:30-11:00 Outside play, classroom activities
11:00 – 11:30 Transition to classrooms, story time and preparation for lunch.
11:30-12:30 Lunch is served between these times, depending on the children’s
age-group. Infants eat at 11:00 am or according to their individual schedule, older children start at 11:30 am.
12:30 – 1:00 Transition to naptime.
1:00 – 2:30 Rest-time for all. Each Infant may have their individual nap
schedule.
2:30 to 3:00 Wake-up and snack
3:00 to 6:00 During this period, children may remain in their classroom or go
outside or to the gym until the parents pick them up.
3.5 FIRE DRILLS
The childcare centre has a minimum of two (2) fire drills a year. McGill University and the CPE direction coordinate these fire drills. In addition, the center runs a “walk through” fire drill on its own every month.
3.6 PARENT RULES
The following are rules that we ask parents to enforce while at the childcare centre in order to ensure everyone’s safety and well- being:
- I remove my wet shoes or boots at the center’s entrance
- I always STAY WITH MY CHILD when:
- I am waiting for the educator to take him or notice my child entering the classroom.
- I visit the bathroom
- I help my child choose one TOY TO PUT AWAY before we leave.
The center has a Code of Conduct policy in place. All users of the center are required to adhere the conditions of this policy.
3.7 SECURITY CODE
At the childcare centre, the door is equipped with a code lock. Only adults who regularly pick up your child should have this number; it is changed at least once a year.
You must never teach your child how to use the code to open that door.
Be assertive and ensure everyone’s safety by asking anyone walking in with you that you do not recognize, who they are and what their business is. Do not allow a stranger to walk around the childcare centre unsupervised. This is for the safety of the children. If in doubt, do not hesitate to ask a staff member to identify or assist someone.
The front door of the center is also equipped with an exit button that momentarily disarms the exit alarm. This is to ensure the safety of the children since an alarm will ring if the door is opened without pressing the exit button (which is out of the reach of children). Please DO NOT let your child or older siblings press the exit button or lift your child to press the button. We want to encourage the children to learn that they are never to press the button since keeping the door locked helps ensure their safety.
3.8 FOOD AND NUTRITION
We endorse the responsibility of exposing the children to nutritious foods to reinforce educating good eating habits that are for life, which are determined mostly from our pre-school experiences. We want young children to eat nutritious food, while experiencing cultural diversity and the pleasure of enjoying food with others.
It is prohibited to bring food from outside in to CPE du Campus for consumption or storage (cubby area or other). The daycare is an allergy controlled center that is committed to providing for the nutritional needs of your child. (Please refer to the daycare’s allergy policy)
Please note the following exceptions:
- Fresh fruits and vegetables are permitted;
- Special meals prepared from home (nut-free) if your child has a severe allergy or intolerance;
- An infant who still requires a bottle of milk or formula in the morning hours;
- An infant who is not yet eating the meals provided by the daycare (i.e. still eating puree).
- These meals need to be given to the educator in the nursery for storage and cannot be kept in the cubby area.
- The puree meals must be 100% nut and peanut free.
It is the daycare’s priority to ensure that all children are well fed and have safe and healthy choices. The daycare has the following meal schedule:
- Morning snack between 9:00 am and 9:30 am (approximate – depends on group)
- Full lunch between 11:00 am and 12:30 pm (exact time depends on group – see class daily schedule)
- Afternoon snack between 2:30 pm – 3:00 pm (approximate – depends on group)
We also ask that you be diligent about washing your child’s hands and face after they have had breakfast at home or in the car (in particular when they have sticky items like peanut butter). Just a small amount that gets transferred to a toy or door handle could have serious consequences.
Each week’s menu is posted by the kitchen and sent to parents by e-mail.
3.9 OUTINGS AND FIELD TRIPS
Approximately 4 fieldtrips occur during the school year. Pre-planned field trips usually involve some motor transportation and costs. In such cases the parents are informed in writing in advance and must sign a permission slip and the contract in order to allow the childcare center’s personnel to take the child out.
The cost of each special activity will be annexed to your outing contract. The costs are based on:
- Admission of children, educators and chaperones
- Transportation
- Any other expense incurred by the activity.
Activities can include shows, field trips, swimming, etc.
On scheduled field trip days, you may have to bring your child earlier than your regular scheduled time.
Other outings that take place throughout the year are neighbourhood walks to different interest points. These cannot always be planned. The childcare centre’s personnel always inform the Director General, or colleagues of their itinerary, and post it on their room door. Should you arrive after your child’s group has left, please bring your child to join his/her group. Groups of children are always accompanied by a minimum of two adults.
Volunteers for fieldtrips are always very much needed. Please speak with your child’s educator if you are able to volunteer for a field trip.
3.10 HEALTH
3.10.1 Health Policy
The CPE’s Health Policy is as follows:
A child is considered sick and therefore should not attend the childcare centre when:
- He/she has two of the following symptoms: fever, diarrhea, vomiting, lethargy, skin rash, croupy cough, an undiagnosed infection; or
- He/she is unable to participate in daily activities; or
- He/she is unable to go outside; or
- He/she is contagious; or
- He/she has not been clear of fever for 24 hours (unless obviously teething).
If a child becomes sick while at the childcare centre, the educator or Director General will notify the parent immediately. Depending on the nature of the illness, we may administer acetaminophen and/or ask you to come pick up your child. We do not have the facilities to care for sick children, so please keep them at home if you know they are sick. The final decision as to whether a child is well enough to be at the Childcare centre always rests with the Director General.
When your child is ill, we ask that you call the center by 10:00 am to report that your child will be absent and the nature of the illness, if it is known. When your child becomes ill with an infectious disease, or we recommend that you to take him/her to the doctor, make sure you tell your doctor that your child attends a childcare centre, and inform him/her of any known diseases at the childcare centre. If your child has a contagious illness (whooping cough, extreme diarrhea, impetigo, viral meningitis, pharyngitis, tonsillitis, strep throat, or scarlet fever), please have your doctor provide a note with a date for re-admission indicated. At any time, the Director General may request a doctor’s note to confirm the nature of the illness. Failure to provide a note at Director General’s request will result in a delayed return to the daycare (until all symptoms have disappeared).
For the protection of the children at the childcare centre, if your child is sick, please keep him/her home until you know the nature of the illness. Otherwise, your child can be exposing an infectious or contagious illness to the other children.
3.10.2 Medication
The Board of Directors of CPE du Campus authorizes the permanent educators to administer medicine to children. Educators must follow the regulations and the protocols in accordance to the Childcare regulations from the Ministry.
In order for an educator to administer prescription medication to a child, the child’s parent must provide the Childcare Facility with written authorization from a doctor. A pharmacist’s label on the container is considered medical proof.
All medications must be brought in to the Childcare Centre in their original container and kept in the medication box stored in each classroom. If the medication needs refrigeration, it must be kept in a locked box in the refrigerator. Do not keep any medication in your child’s cubby, or bag (including Tempra or Tylenol). Other children at the Childcare Centre may find it!
The first time that the medication has to be administered, we insist that the medication bottle be shown to a regular educator who will then verify the appropriate details given by the child’s doctor. We will not administer a medication under the name of a sibling or prescribed for a previous illness.
The parent must fill in the medication authorization form in his/her child’s room. The administrative dosage, the times at which the medication must be given, the duration of the treatment and the date of the last day of administration must be written down on the form.
It is the parents’ responsibility to pick up the medication at the end of the day.
Some medications have side effects, such as diarrhea, or loss of appetite. If your child is on any medication at home, please advise his educator. Knowing this information will only help your child’s caregiver in his interaction with your child.
3.11 EMERGENCIES
There may be a time during the year when you are needed at the Childcare Centre because your child is ill or in case of emergency.
You must also make sure that you keep us up to date with any changes in phone numbers, both home and work. If for any reason we cannot reach you, we need the name and number of an emergency contact person who is authorized to pick up your child at the Childcare Centre.
3.12 FAMILY SERVICE COMMITMENT
The childcare centre depends on parent involvement and cooperation not only to foster the family-oriented philosophy of the organization, but also to minimize fees and eliminate the need for additional costs.
It is always a good idea to speak to your child’s educator to see if there is anything she needs help with in the classroom. The service commitment can be anything from volunteering in the classroom to sewing a curtain, to painting a shelf. You can also fulfill your family service commitment by being a member of the Board of Directors or volunteering during a fieldtrip.
3.13 BIRTHDAY celebrations & special events
In order to respect the Food & Allergy policy that we have in place, the daycare does not allow any food from home which includes birthday treats and food for special events.
We understand that the celebration of your child’s birthday is a special occasion.
Please be assured that your child will be recognized and a special moment will be reserved for him/her in the class on their birthday. We kindly ask that you refrain from bringing in any food, gifts, loot bags or decorations.
In order to respect the feelings of the other children during this sensitive age, we ask that invitation are not distributed at the daycare. Invitations can be sent out by email, or alternately, parents of children invited can be asked to contact the birthday child’s parent. In order to facilitate personal communication between families, the teachers will give you the option of including your name, email address, and telephone number in the class directory that will be distributed in September.
3.14 COMMUNICATIONS
A daily functioning chart is posted outside each classroom (except the Baby Room who have their own communication books) until the Amisgest Communication System is up and running smoothly. Meals, naps, and toileting are indicated on this chart for each child, as well as any notes of interest. Special or confidential notes will be put in the mail pockets, located outside each classroom.
The Amisgest Communication System will replace the paper daily functioning charts, and will allow parents to access via email and texts how their child’s day went. Parents and educators will also be able to communicate directly with each other through this system.
Communications from the administration are sent by email.
There is also a bulletin board situated at the front entrance where memos and health notices are posted.
3.15 PARENT – EDUCATOR MEETING
A parent-educator information meeting is held in the fall and in the winter. An educator or the Director General can request a meeting with parents if she/he feels it is necessary. A parent can do the same.

The childcare center has a policy for handling formal complaints. A copy of this policy is available upon request.
4.2 code of conduct
The childcare center has a policy for expected code of conduct for staff, parents and board members. A copy of this policy should be distributed to parents upon enrolment. Failure to adhere to the code of conduct will be reviewed by the Director General and/or the Board of Directors.
